stat command on NT

Is there a command on NT to find out if a file is being accessed?
ON Unix you can use the stat command.
I was told that there was a cmd on the resource kit called whohas which does the same sort of thing - but cannot find it.

Have a look at sysinternals, they have a utlilty called handle, can be used to see the programs that have a file open.
