Starting an app before the user logs in

I have a small exe that sends local machine information to a central server when the server requests it. Is there a way to make this app run while there is no user logged into the desktop? It runs on Win98, NT, 2000, and XP, and needs to do this on all of them.

This app also sends some user info, such as login id and if the user is a sysadmin. I read that NT services can't access user information when they are run on the local system account. That plus it has to run on 98 keeps that option closed. Any deas?
 
The other idea that comes to me is to write some sort of replacement for MSGina.dll.

Apply extreme caution with altering MSGina.dll you can easily trash your system.

I am not familiar with win 98 in this amount of detail, but I would think that there must a similar process to msgina.

As for services, why you state that the service could not access user details if it is running as local system, neither will it have any network access! Is there any reason why the service has to run in local system? I agree that this services do not offer an answer for 98

Most of these suggestion, I am afraid, would be much easier accomplished by using C++.
