I'm not sure, but your problem may not be VB related.
I recently had the same problem with the Office 2000 installer popping up every time I ran certain programs.
No idea what was causing it, but uninstalling the Office bloat-ware certainly solved it!
Be good. If you can't, don't get caught!

I had that problem on a winxp home edition machine.
I cant remember how I corrected it, but I think I did the windows update online. Also I went back to the VB packager and made a Dependant file.
Cant remember which one fixed the problem.
I think you should try these before re-formating.
