Start menu programs don't launch!

I am working on a computer running Win98 and when you go to Start, then Programs, and click on any program it will not launch, it also does not give an error message it just doesn't do anything.

Now, if I create a shortcut to the desktop and then double-click it runs fine. I have also checked for viruses which there weren't any. Does anyone have any ideas?

Also, there aren't any profiles set up either.
 
I did a quick search on Google, and found a few interesting links. It seems that some people that have upgraded from 95 to 98 will occasionally have some of the problems listed. Read carefully, and you will see (in the MS article) that one of the problems can be programs not starting from the start menu.

Step 1: Did you install any devices/programs recently? If the problem started shortly after that I'd try uninstalling the program/device.

Step 2: Go to Start > Run and type SFC. Let the System File Checker run to see if you have some corrupt Windows files.
 
When you highlight an item in the start menu, right click and do a properties. In the window that pops up. Does it show the correct Target to the program listed? Also the "Start in" should point to the folder it is located in. Under the run it should show Normal or maximised. Also make sure that in the file explore window. Under C:\Windows there is a folder called Start Menu. That folder contains all of the links to the startup menu. TigerFlight [tiger]

The PC in question has not had any recent programs installed so I don't think that has anything to do with it. It is an upgrade from 95 so I am going to try what Mudskipper suggested. Thank you for your suggestions and I will let you know if it works or not.
