Standalone tapes in a VTL,ACS environment

Has anybody come across a virtual ACS environment setup in a VTL,where Netbackup can only inventory tapes that are mounted on the ACS drives. Anything dismounted is known to be in a standalone state.
Drive type 3590E
Libattach used on the backup server(Win2003)
VTL -Centricstor(Fujitsu)
