stamp machine connected to fax not working

I have a customer using mck/citel 6000. the stamp machine is connected to the fax machine telephone port. The fax works and there is dial tone at the stamp machine over my butt set. When I attempt to put postage in the stamp machine I get a C23 error which says modem error and no dial tone. Fax was not busy, stamp machine dials 9 to get out and have 2 second pause for dial tone. Any ideas.

Connect the stamp machine directly to the line.

Do you need a code to dial out?

Try to dial out the number on your butt set.

are you on dedicated a pots line or are you coming off the switch with an analog port???? if it's a modem issue it could be a conflict w/ baud rate. you might want to contact the vendor to verify your configuration is correct?

C23 is no dial tone

Try Hotline the ATA to External with one pause (F78)
ATA Prime line = Pool X
Remove access code 9 from dial string.
