Stairs

I cannot drag and scale stairs to a drawing. I can remove the handrails but when I try to shrink the stairs to fit the page the shape does not respond or completely disappears. Example, if I try and drag the little tab down to reaize the stairs the shape moves up the page and disappears.

It's driving me crazy. Any ideas?
