Networker 7.2.1 on Win2k3 server,

I have two pools backup and offsite, I want offsite to go straight to tape and backup to stage to disk, then offload to tape.
For the offsite pool I only enabled tape devices, on the bakcup pool I only enabled AFT_dev disks.

I created a staging policy selected the backup pool to offload to and set the config options.
I'm having two problems, first legato is not writing to tape, my disk fills and never offloads. I think this may be due to the settings on staging policy, but I don't know if there is anything else I need to do to get this going.

Second, If I try to manually migrate to tape with nsrstage, I have to first enable tape devices for the backup pool, otherwise it will move it to the other disk. The problem with this is that if I enable tapes for this pool, I won't always stage, it will backup to a mix of disks and tapes...

How should this be setup?

As you expect yourself a problem with the staging policy configuration, more info about your actual staging policy setup would be helpful. So far, i can not help on this issue.

Manual staging must work if you specify the destination pool with the option (-b pool).

And do not select devices for pools as it is not necessary at all. Do not forget that the pool "Default" has none selected ... and you may not even change it.
