SSHD as service with srvany fails to start

I am installing Open-SSH as a service on an NT 4.0 server. Everything goes well until I actually take the step to install as a service using instsrv and srvany. I install the service, make the required registry changes and configure the service to log on with an account with all the requisite permissions and when I try to start it I get:

Error 2140: an internal Windows NT error has occurred.

That's it. Nothing in the event logs, and no information in the Knowledge Base. Any help out there?
