Hello I am trying to use SQL PLUS and I got an Packet Writer Failure error. No Idea, could you help me please.!!!!

Do you connect to LOCAL database? If so, is ORACLE_SID correctly set? If not, do you specify correctly TNS_ALIAS?

I connect remotely, I am trying to connect with the same parameters a does, the same user, password, hoststring, y copy the same SQLNET.ORA and TNSNAMES.ORA

Does your new box have name or only IP address? And after all, are you at least connected to network? Can you ping remote host? The same SQLNET.ORA and TNSNAMES.ORA as what?
