Is there a way to list all the tables a user has access to without knowing their names?
 
If you have sysdba privs, you can query dba_tables
for owner,table_name

Even without DBA privs ALL_TABLES lists the tables accessible by user.

ALL_TABLES will only show those tables that the current user has rights to access...The DBA_TABLES will show ALL the tables in the instance, as long as run by a
user with dba privs...
