I cannot move the horizontal scrollbar to the right on
my sql*plus tool. How can I do this?

Bimal ,
its quite easy -> go to the environment link in the options tab on your oracle window.set the buffer width to 1000 and buffer length to 1500 .....click OK .. it will give you some message of data being trucated .. dont bother with it , click OK .. and voila !! you have it.
FYI .. you can set the bufferwidth to anything below 32767 using 'set length <number<32767>' ...whereas in the pull down menu , the GUI interface allows you to set it upto 1000 only...okay?

IF you have already expanded the Buffer Width and linesize, and SQL*Plus doesn't allow you to scroll to the right, try
resizing the SQL*Plus window. This usually "unsticks" it.
