SQL login on Classic ASP localhost site

I need to get the logins and users straightened out so I can connect to my databases on localhost websites.

I have tried to mimic the setup on my other computers but can't seem to get it to work on my new computer.

Any help would be greatly appreciated. You can't leave out any step as I am willing to bet that it is something simple especially since it works on my other 2 computers (a windows 7 desktop and a windows 10 laptop). I have always had issues understanding the relationships between logins on the server side and users on the database side, and how to properly construct the connection string.
