SQL 2008, Visual Studio and opeing project on multiple pcs?

Can anyone help?

Using visual studio 2008 on 4 pcs to connect to a central db server, have also got a shared report folder for our report projects to sit in. If one person has opened a project, none of the other pcs seem to be able to load the report up - is this how it works? Even when the first person has then closed the report, none of the others can access it to work on. Please can some one point me int he right direction read up on this?
