Specifying proxy settings for IE in Group Policy

I'm trying to place a web monitoring server on our network that will monitor web traffic...I can either 1. Modify our firewall to point all internet based traffic to this server first...Or 2. Point all the users in the connection tab of IE to point to the proxy before it lets the traffic out to the internet.

I see where I can modify the settings for the group policy in user config/windows settings/ie maintenance/connection option, but any of our users once this policy is applied, could go in and uncheck that option on their IE connection settings...Is there another policy I could apply that would not allow them to change that proxy setting? Thanks for your help!
 
yea in group policy managment go to the user settings, admin templates, windows component then Internet Explorer. Once your there to the left on the screen you should see a setting that says disable changing proxy settings (along with alot of other options).
