Is it possible for a client's ip address to continue sending spam even when that client's PC is turned off?
 
Well if the machine is off it no longer has an IP address so that should answer your question.

e-Mail and IP addresses can be 'borrowed' by the less reputable members of society. See Steve Gibsons site for a few details of dirty goings on.

I know, but if the ip is setup dynamically then it is possible that someone else may be leased this ip therefore spam may be sent from that ip.

that can be, but if your lease time is high enough, it cannot.
Check the mailheader, the PC-Name could be in there, then you know what PC sent it, regardless the IP.

Or, while the other PC is off and Spam is on, do a tracert to that IP, you will find the computername.
