SP2 or VS 2005 Broke Local Debugging

Anyone have any problems starting debugging after installing XP SP2 or Visual Studio 2005? (I hate permissions issues!)

I get a message: "Error while trying to run project" or "Error while trying to run project: Unable to start debugging on the web server. Click Help for more infomation.".

I've seen some things on the web about this error and enabling remote debugging, but I'm not remote! I'm running as an administrator of my machine.

I discovered that by default all your projects use the version 2... framework. I had to switch the project to use Framework 1.1... which I did with this handy tool:
