SP2 blocks webinst.exe from MSN Money website

I've got a user with XP SP2 trying to check out his portfolio online. He is using AOL to go to the MSN Money website and download the Money Toolbox.

When he clicks to download the toolbox he gets a security warning: Windows has blocked this software because it can't verify the publisher. Name: webinst.exe Publisher: unknown

How do you circumvent this? I tried disabling the firewall(XP) but that didn't help.
 
Are the options to Save or Cancel available? If they are and you wish to ignore the warning, just proceed with the download. For more information click on the link at the bottom of the warning box. To prevent ever seeing this warning uncheck the option on the warning box.
 
I think this message appears at the top of the window, under the address bar? If so, click the error message and it should start the download.
 
Expect a patch soon for this issue. This is a known problem.
 
We uninstalled the toolbox and then reinstalled it.

Now it seems to be OK.
