Some users cannot see tab on customised outlook task form.

I have designed a custom task form in wich there is a tab to a page containing information that users need to fill in.
Some users can see the tab on the form others cannot.

All users have the same permissions and it is not machine dependant as the different users logging onto the same machine get different results ie some can see the tab some cannot. If they change machines they still cannot see the tab.

We are running on NT workstations, with outlook 2000 and exchange server 5.5 the form is in a pubic folder giving all users read access.
I have created simular forms that reside in the same folder and the users can all see the tabs on those.

Any help would be appreciated.
