Some Station to Station calls failing - Denial 1732??

I am having problems with my PBX (8710 CM4.0) in Hong Kong.
I have a station that can call some internal station but not others. All stations are 9620 IP phones and have the same TN =1, COR=15 and COS=1.

When I call station 6133 I get:
dial 6133
denial event 1732: Caller COR Restricted D1=0x8c9b D2=0x8c9b

But when I call station 6006 it works fine:
dial 6006
ring station 6006 cid 0x2639

COR 15 has no restrictions and and a FRL of 0. This site uses auth codes for outbound calls.

I am stumpted, where else should I look?
 
When you display COR 15 and look at the Calling Permission page do you see that COR 15 has permission to call all the other COR's..?
 
Is it set to yes for both COR's for 6133 & 6006..?
 
status station 6133 - it's cor is restricted or the station has termination restriction

Group Control Restrict Activation: *2 Deactivation: #2
User Control Restrict Activation: *3 Deactivation: #3

deactivation of controlled restriction for station or group of stations. Dial
the user or group deactivaction code, 1 for outward, 2 for total, 3 for
termination, 4 for station-to-station, get second dial-tone, then dial station #
or 2 digit COR group number that restriction(s) is to be removed from, receive a
confirmation tone. Example if station deactivation code is #3 and station # is
257 and you want to deactivate station-to-station calls only. At console or a
station with console permissions, get dial-tone, dial #3, dial 4, listen for
dial-tone, dial 257, listen for confirmation.

When I do a status on 6133 I get

It appears that the station is not locked, how do I check further?
