Some program eating up Bandwidth

I have some program on my Windows 2000 Server that has started eating up 90% of my bandwidth on my T1. My utilization before at peak times was never more than 40%. Now something is making the internet load slower than a 56K modem.
I have found a file running from the RECYLER(not RECYCLE) folder called WINMGNT.EXE. It is dated about the time that my bandwidth problem started. Don't know if it is a virus or what. When I try to shut the task down in Task Manager, it tells me it is not possible to shut it down.
Does anyone know if if will hurt to delete WINMGNT.exe or have any experience with a problem like this?

The recycler is a hidden folder that holds deleted files from the recycle bin until a disk cleanup is performed. You should be safe in deleting this file.

Always make a backup if not sure!!

I went into the recycler folder and found there were several files there. One was the kill.exe that you use to turn off tasks. I wondered where it went. Apparently whoever wrote this virus had it run from that folder and put kill.exe in there so you couldn't turn it off.
I used the kill program on the WINMGNT.EXE (looks so much like the real WINMGMT.EXE, doesn't it!!). My bandwidth usage on the T1 went from 95% to less than 15%.
I guess it should have been a tip off right away that programs aren't supposed to be running from the RECYCLER folder. Also found out that the RECYCLER is used in addition to RECYCLE BIN so that there is a RECYCLER for each USER on a WINDOWS 2000 machine.
Thank you for your help. Anybody else runs into the problem, should be pretty easy to fix.
