how to I setup a software restriction policy to prevent non admin users installing and removing software from a Windows XP machine?

Software Restriction Policy

Create the accounts as 'users' (not powers users/standard users). This, by default, will not let then install or uninstall. The alternative is to create a group policy on the machine (or better on the server if networked).
