From what I can tell british-speedway.co.uk was made at least partly by DreamWeaver (the "MM_" before the javascript function names) I can't tell for FIFA, but it could well have been done by hand. If you want to create similar pages why don't you copy the source and play with it so you can find out how everything was done?
