Socket Error

I am getting this error when I try anything with the CVS.

cvs [task I am trying]: cannot create socket: unknow socket error: 10106

My first guess would be a firewall problem - either blocking the outbound connection from your work machine to the CVS machine, or the CVS machine itself blocking inbound connections.
