SMTP, X400, MS did not create when create a user in AD 2003

I have a weird issue about creating new user account. This just starts recently, but i have not noticed.
Here is a problem.
When i create a user and mail box should create automatically (Of course the box is checked) right, and those protocols (MSTP,X400,MS protocols) create too. Somehow when i create a user but these protocols did not create it. Does anyone know why?If i manually put these protocols in the mail address and it works. But it should be done when you create a mailbox. Is there any reason that could be delay or not create those protocols at all. I have been paitent for a whole day already, but they are not showed in the mail address.
I checked the server and it seems running fine. We are using 2003 cluster and AD 2003.

I have found exactly the same problem but on a SBS2003 server. (I did not set the server up and its a real nightmare but I see the same thing.)

What I have found is that I create a user but no X400 or SMTP addresses are created. I can manually create the SMTP addresses without a problem but when trying to create the X400 address I have to put in a domain name in the (a) box, which doesn't want to work!!. This is all irrelevant anyway.

What I have found is that if you stop and restart all the Exchange services that are running the X400 and SMTP addresses will be created. Not so easy during hours if you have a large site but its only a small site here.

I believe this has something to do with the RUS - Recipient Update Service, I seem to think I read about this elsewhere but I am not sure where.

Restarting all the exchange services worked for me and while it is not a solution it is certainly a work around until more time is available to investigate. The other problem is that there are no errors in the event log and therefore nothing to work with. I do (for some reason) think it has something to do with the RUS.

(I also intend updating the server here as it is not SP1, but I don't have the spare 3 hours at the moment - if anyone reading this is going to update SBS2003 to service pack 1 there are infact 5 updates, NOT just the SBS2003 SP1 update, make sure you read the relevant documentation)
 
Under ESM - Recipients check that the Recipient Update Service is not scheduled to run only once once a year or something. It is the bit that actually stamps the e-mail addresses etc. on a new account.

Also check that the DC RUS is pointing to has the Global Catalog enabled.
