SMS 2003 administrator console for a user

SMS (System Management Server) 2003 Administrator Console.
When I try install the administrator console on a techs machine he cannot launch the administrators console when logged into the domain as himself it says (Connection Failed). I jump on his computer and log in as domain administrator at it works fine and that is without reinstalling the console. So the console installed fine. How do i get a user to use the sms administrator console without giving him the domain administrator password. The SMS server resides on windows 2003 server, fyi.

You need to configure an account that this user will use in SMS. He is being denied a connection because he doesn't have rights to connect to the SMS administrator console for your SMS environment.
