Slow VPN ping times

We have a X500 (3xT1) at the main office and a Edge 10 (6mb, cable) at the branch office.

Ping times average 148-155 from 10E to X500. No other network activity

Does the X500 throttle bandwidth of VPN?

Just transferred a 30.5mb file between sites in 4min 40sec. Which seems normal.

Is this firebox in high availability? There is a known issue with HA and latent ping times.
