I have just finished installing Small Buisness Server, and now when people log in sometimes it takes a long long time for them to log in.

I ahve looked around and think it could be the DHCP server but i am not to sure.

Could any one help me with trouble shooting and suggestions.

This has been sorted now. All H had to do was make everyone have static IPs.

Can anyone explain to me why when you have windows get their own IPs it sometimes messes up and go really slow!!!

I think your problem may have been more on the side of an incorrectly configured DHCP. All those things you have been setting up for static ip's, like DNS server address, Wins server address, default gateway, etc also need to be configured in DHCP as either server options or scope options. That way your DHCP will hand out all that information to the clients. Your DHCP also needs to be authorized in Active Directory and the scope active or the clients will get addresses in the 169.254.x.x range.
