slow network connection?

I have a client who had a server shut down over the weekend. When he came in the machine was hard to start. A complete unplugging and power drain had to be done and then when plugged back up it took off like it never had a problem. But he lost all network connections to all machines. I restored the network connections but now they are very very slow. I had to install QOS packet scheduler for the network to work. Networking is not my strong point by far but I'm eager to know more. Can some one point me in the right direction so I can speed up the connectivity? The server is running windows 2000 server edition. The workstations have xp, 98, and 2000 on them. All machines seem to function good just slow network connections. If more info is needed let me know.

check the event logs and see what is being reported there...

what services does this server provide (DC, DNS, DHCP ???)

Of the top of my head I want to say it had an error with a QoS AC service, and another mentioning something about dhcp, but I can't remember exactly right now. I'll check it out and get back with a more accurate error message report.

I'm recieving errors in all of the services mentioned and more about the host name not being correct. I was also told by the client today that the machine had been shutting off randomly by itself three or more times a week for over three weeks now. So with this in mind I'm willing to bet the registry has become corrupted by these sudden shutdowns. The users also have only data backups and not any registry back ups to restore from. So my question is can this be restored at all or is a reinstall called for in this case?
