Site Root Relative Links

I have switched from using document relative links to site root relative links. When previewing my site under development, I find that none of my pages hook up correctly on the local machine ( I have set the testing server correctly) and the only way I can get my pages to hook up with css sheets at different folder levels is by setting my preview browser to create temporary files and then previewing each page individually. The links still don't work until I uplaod the pages. So what is the best way to view your site locally?

run a webserver on "localhost" and preview in various browsers in exactly the same way as it would be seen when live.
