Unless you're on a subscription system, you need SIP channel licenses.
Actual SIP trunks are not licensed. You can add a many as you like to the configuration and configure each with multiple channels. But the number of SIP channel licenses you have sets the maximum number of simultaneous SIP calls at any time.
