SIP Trunking

I need to know whether or not we need an Avaya Session Manager server or any other kind of server in order to do SIP trunking. Also are there licenses that need to be purchased for SIP trunks? I have heard yes we do and I have also heard no we don’t. I do know we need this session manger server if we are looking to do SIP end points but at this time I want to start with SIP trunks. We currently have SIP trunks to our Avaya Meeting Exchange but I’m not sure if this means we could do SIP trunks to carriers, OCS or Teletracking
 
If you currently have SIP trunks then you have everything you need.

The SIP trunks are limited by the licensed # of SIP trunks but these are actually free so you'll end up paying $150 license fee to have Avaya increase the number licensed.

I think it's silly that they don't have this automatically set to a value you can use. Of course they couldnt charge you for generating the new license then could they?
