Can Windows Server 2003 be run on the same machine as XP Pro simultaneously to enable SBS 2003 to run SQL Server separately?

No, you can only run one OS on a server at a time. You can dual boot the machine, but still only one OS at a time will run.

You could also use a virtual PC software to run the second OS. I'm not sure why you need XP Pro to run SQL Server. SQL Server Standard and Enterprise only run on Windows Server products.
