Simple script to allow or deny

Looking for a script to allow or deny running an exe on a local PC by any users -- not related to web site.
For example, deny everyone from running notepad.exe on a local PC.
Should work for at least W2K, but prefer solution for W9x, NT and XP also.
xcacls may work but I haven't really looked into the right syntax.

I think I've overcome my major hurdle: I was using a deficient xcacls. The one at works great for my purpose.
