Simple Install Application Question

MY question is how can you install basic applications like PageMaker 6.5 or AutoCad 2002 on a windows 2000 machine where all user get the application. If I install it as an administrator it only places that program in the administrator profile if I do it as a normal user without the ability to install software it prompts me for a user that has enough rights, once again administrator. Could someone point me in the right direction please.

I think if you install as administrator then cut and paste the icon from the admin desktop to the all users desktop you should be o.k
