A SILC card uses just one slot. Although you may be using it a clock for another card (MISP) in that case the MISP would use a slot too.
If you are working on an OPT11c please be aware of this -
Note 1: The NT6D70 SILC card must be installed in the main cabinet
(slots 1 through 9) if it is used as a clock controller.
