Signalling server and CS1K

Yes these are different. There will be many ways to explain this and my answer might not be the same as others.
The CS1K or call server is the actual phone system that interfaces with all the physical connections such as wired phones, Trunks etc. In the early days, some IP stuff was via built in cards and it linked via a Ethernet cable with various IP and hardware applications such as voicemail (Meridian and Call Pilot), Management tools such as OTM and TM etc. Also different types of ACD platforms could be used and this all depended on the software / hardware used.
The signalling Server is all IP based and this took away from the CS1K some of the IP processing ability so that it could be handled more efficiently as the Sig Server supports IP sets and Trunks, depending upon the licensing requirements found in the CS1K.

Understand this part.
I have make print on CS1K and found the ip address of Sig server, to be honest i have not yet all the right on the call center infrastructure for now ... but i do manage some servers such CS1K ,configured cool stuff for ACD ..., Session Manager and other stuffs,as you said since the Sig server is all ip based, that is mean ip sets could not work outta the Sig sever ... and some trunks as well .
What kind of configuration that can be set on Sig Server ? It's possible or do it only gathered information from CS1K (call server)

The IP address found from the CS1K will probably have been the Sig Server ELAN address. Go into LD 117 and key in STAT SS to find the details which will tell you how many sets are registered.
The configuration in the Sig Server can be a little complex but it depends on what you are planning to do. Generally speaking, the IP side of trunks and sets are done here, but also the base programming is done within the CS1K.

I did it ,
it returns this line for each Sig server .
Sets: [reg - 00133] [busy - 00022] [dvla - 00000]
What about for the count of sets in CS1k with this load :

LD 81
LST
SETS
and found 734 sets form CS1K.
Both return different informations
What is the nuance ?

There should be full instructions and it will sort out all your sets into useful columns to compile various data sheets.

also when it comes to IP sets remember just cause it is configured doesn't mean it is plugged in and registered. This accounts for the difference between the LD 81 LST SETS (Configured) and the sig servers (Plugged in and registered). easy way to see this is LD 117
=> ecnt zone (shows numbers of registered/un-registered sets)
And to see all the details of the sets login to the sig server and at command line type
$ isetShow
This needs to be done on each SS in turn.
The thing you need to understand about Sig Servers is they provide certain facilities to the CS1k
- Telephone Proxy Server (TPS) the place all you phones register to with UNISTIM
- SIP and H323 Gateway Virtual Trunk from Callserver connects to this and then is connected trough to the routing servers (NRS or Session manager)
- Personal Directory (PD) supplies the Caller/Redial lists and PD on the phones
- If you were still using NRS which as you mention session manager this does not sound like the case it could provide a failsafe NRS
- Element Manager a GUI front end for the CS1k
There is other things like SIP CTI for SIP contact centers etc. but have a poke around the node properties. Also in newer versions you will see the Phones prompt in Element Manager and this took over the GUI phone config that used to be on TM.

Over simplified, but an easy way to think of it is the Call-Server handles DN to TN conversion, the Signalling server expands on this with TN to IP conversion.
