Signaling server sending 64K to 8Meg to IP Phone sets

I have a strange issue that we just noticed happening and could have been happening for a while we added a feww phones and noticed a slowdown. We have a CS1000 ver. 4.5 and a Branch office system and another location. Their is a point to point 300Meg circuit between the offices that our voice traffic runs on. The problem we are seeing is that from the signaling server we will see 64K-8Meg packet push to each of the phones on the branch office side. I can't seem to find what the signaling server would be sending to the phones that would use that much bandwidth. Has anyone heard of this issue on their network? We have about 200 phone sets both i2002's and i2004 phone sets in the branch office.
 
64k would be a voice call (based on your compression algorithym and up to 8 Meg could be the firmware file when a phone is unplugged/plugged (rebooted). So, if you don't have people unplugging phones and there isn't a power issue I would look into some other data packet issue causing slowness (or a network segment) - do some tracert on DOS command line to network endpoints - you may find a bottleneck. Or put a sniffer on your network - you are bound to find the issue.
 
The trouble isn't a bottleneck I'm just trying to figure out why the Signaling server doing something with the phones that would be using that much bandwidth.
 
You said you added new phones, so IMHO this most likely was a firmware update to the sets. The firmware out of the box was probably old?
 
This is also showing with existing phones so I can see this if it were only on the new phone I could see it. We see it coming from the signaling server to the phones.
 
Maybe it would help if you post an example??
