Shutdown server w/out logon

What is the registry entry to allow the server to be shutdown without a user to be logged on? I need this so that the server can be restarted from the logon screen.

its a setting in the "Domain Security Policy"
u will find it in Start > Programs > Administrative Tools

That should do it
