Shutdown screen

Lately my shutdown screen, please wait while win98 shuts down, is all messed up, unintelligable and then it goes to black. I changed my AGC video card to a standard PCI S3 64UV and it does the same. My pc is a gigabyte 6v7a+ and I don't know what to check next?

On my machine I can set the refresh rate for each resolution - could the 640x480 rate on you machine be set to some rate v. high, beyond the spec of your monitor?
