SHUT DOWN IN WINDOWS 2000 DOMAIN?

I have a windows 2000 domain with 20 users and one 2k server. My users all logon to the domain (as opposed to their machines) with their domain accounts and passwords, as they are set in active directory. My problem arises when they want to shut down their desktops at the end of the day. When they select shut down from the start menu, they are only given the option to logoff, then, after they log off, they can shut down. I want the users to be able to shut down on the first shot. I know of the group policy setting to remove the option to shut down, it is set so they CAN shut down. There are also a few desktops that act the same but that are not affected by ANY group policy. This only happens to the desktops that log onto the domain as opposed to logging on to the said desktop. Help??
