My TempDB databse is about 10GB. When I try to shrink the datbase via Enterprise manager it says that I can get it down to 5MB. I shrink the file using EM and it appears that I have recovered the space. However, the next morning the tempdb is back to 10gb? Is there any reason why I cannot keep the recovered space?

Because clearly you are doing stuff using temp db that needs that space every day so it regrows to that size.
