showing data labels on a chart

I have a bar chart with a few data series. I have data labels showing the value at the top of each bar. Some values are zero and I want them to show also but they aren't. Ideas?
 
In design view edit the Chart Object. Right click on one of the data labels above a column, choose FORMAT, then NUMBER. Set the number type to FIXED or GENERAL (one of the two should work on your PC).

Thanks for the tip. I tried every option and the zeros still did not appear.
