Basic advantages from the upgrade:
- GPU Speed (going from a 175MHz GPU to 500MHz)
- Memory Speed (400MHz to 600MHz)
- More vertex shaders (faster DirectX 8 and DirectX 9 performance)
- Pixel shaders (Older Nvidia DirectX 8 cards from the GeForce3 line did not have standalone pixel shaders which greatly hurts overall DX8/9 performance)
- More pixel pipelines (the 9600XT uses 4, while the Ti 200 has 2) which translate to better fill rates (2 Gigapixel/sec versus 850 Megapixel/sec)
- Likely more memory (128MB vs 64MB)
The biggest thing you will notice is that you can run 3D acceleration at a higher detail & resolution without sacrificing much in performance than you could with the Ti 200.
Yes it's worth the upgrade IMO. As you'll find with any upgrade, the longer you wait the bigger the jump you can make at the same price. However, the 9600XT is a significant enough jump to make now.
