Shortcuts not working for users.

Problem: Shortcuts are showing up users but the abiltiy to view, schedule or look at history is not available.
I have been able to duplicate and resolve this issue.
You have to set the security on the report itself and not the shortcut. Once you set the security on the report, you can then also set the security on the shortcut.
Bottom line is that you have to have the security set at the report level and then the shortcut level.
