shortcut menu delays

windows 98, on a novell network

when this user right clicks on any icon on his desktop it takes a long time for the context meny to be displayed.

govt office wont allow tweak ui so i can't use that to repair any shortcuts.

dont want to reinstall windows

i have already deleted the shelliconcache file in c:\windows
and stopped animation and set the registry shortcutmenudisplay to "0"....

so any other ideas?
