Sharepoint.dll

I'm trying to create a web part using C#, to do this I need the Sharepoint.dll but I can't find it. The documentation I've seen indicates that this is in the Web Server Extensions folder under sub folder 60. On our server we only have the sub folder 50.

Is the 60 subfolder only available in SPS V2? Any help greatly appreciated.

Doesnt it install when if you install the Web Extensions?

I've not seen it installed with those, is there a particular custom option?
