How can I configure our Notes mail user's mail account to let user access the mail account from internet browser?

Each user has an Internet password. Have each person set their password (word of warning, it's plain text until they save it) in the company Address Book and make sure the Domino server is available from the Internet (i.e. not behind a firewall). If you have virtual servers, map DNS to the server. Each person can access the server (and their email, calendar, etc.) via [ignore]

http://server.company.com/lastname.nsf

[/ignore]. Otherwise, they'll have to use the IP address in place of server.company.com.

Just an additional Info.
Make sure that the HTTP Task is running on your Domino Server.
You can check which tasks are running on your server by typing directly to the console, "SH SERVER".
If HTTP Task is not listed then you have to manually load it by typing, "LOAD HTTP" or you can edit your "notes.ini" and add "HTTP" on your "SERVER TASKS" entry, this will prevent you to manually load the HTTP task everytime you restart your Domino Server.
