setup.exe can not be found

Hello,

I am trying to make changes to some very old VB code. I made the changes and tried to set up an installation package. I received an error message that no "setup" existed. Is there a way to create a new setup ... not the project's exe?

You should have Package & Deployment Wizard someware on your PC: PDCMDLN.EXE
 
I have tried to package the program. But, I receive the error that "These files are needed for this package but cannot be found. Click Browse to locate the file. "Setup.EXE".

I tried browsing and selecting a setup.exe from another program and it will complete the package. But when I try to install the software by double clicking the setup.exe, I receive an error msg that "Could not open file named" setup.exe

That wizard should be first installed on your PC. It looks like it wasn't.
