Setting user permissions

I have recently created a new user account on my Red Hat 8 server. The server is acting as a proxy server, running Squid. The server is not running a GUI so I created the user account from the prompt using Adduser. I then set the password for this user account.

I would like to know how I can set permissions for this user account. I will be telneting into the computer and logging on with this user account. I need to be able to perform admin functions on the server with this account so the permissions should be close to that of Root.
 
It will be difficult to configure it same as root but you can use the sudo command to solve your problem.
 
After you log on type su and then when prompted the root password. This should give you root priveligles
 
telnet has a number of security issues. You should consider using SSH instead.

Putty is a free SSH client which works on windows.
